Ralph C. Dills, Democrat, was elected to the 69th Assembly District, one of the thirty districts representing Los Angeles County in 1938. He resigned in 1949. In 1966 he won the 32nd Senatorial District and served in the Senate until 1998.

Dills, a native of Texas, was a public school teacher. He represented the Sixty-ninth District in the California State Assembly from 1939 to 1949. He later served as a justice of the peace and municipal judge (1949-1966), and California State Senator (1967-1990). Ralph Dill's principal legislative interest has been to protect, preserve and expand California's public education system.
