Dills, a native of Texas, was a public school teacher. He represented the Sixty-ninth District in the California State Assembly from 1939 to 1949. He later served as a justice of the peace and municipal judge (1949-1966), and California State Senator (1967-1990). Ralph Dill's principal legislative interest has been to protect, preserve and expand California's public education system.
